The Japanese invasion of Luzon in late 1941 resulted in the burning of Olongapo; a blow from which the town had only partially recovered when it suffered it again on the oppressor’s withdrawal. The resulting housing shortage was aggravated by the influx of workers needed for the expansion of the Naval Base.
